Circumstances:

Edward H. drives a 1995 Peterbuilt Truck and Trailer and has a Class A driver’s license.  Edward had driven many miles safely and had always taken pride in his job.  Edward continually strives to be courteous to others on the highway and to obey the rules of the road.  With that much time on the road, one would expect that Edward would eventually end up with a traffic ticket.  However, late in 2009, Edward encountered a horrible stroke of bad luck.  Edward was pulled over and cited three times between September and December.  Two of the three traffic tickets were within 4 days of each other! Edward noticed the officer in his rearview mirror.  Shortly thereafter, he was directed to pull over and cited for violating California VC§22450. As Edward states, “I saw and came to a complete stop at the first stop sign. The second stop sign that the officer was alleging I ran never came into my view. I was driving my semi-truck and am obviously up higher than most other drivers. Where the officer alleged the stop sign to be was under the freeway overpass and it was dark under there. If there had been a stop sign it was hidden from my view because it is posted in a dark area”.

Problem:

According to DMV, this infraction Edward was accused of is described as:
